Notable Experience

Served as lead counsel for the State of Maryland in connection with the M/V DALI’s allision with the Francis Scott Key Bridge, marking the largest single maritime property damage claim and settlement in U.S. history. The settlement arose from a claim brought by the State of Maryland against Grace Ocean Private Limited and Synergy Marine Pte Ltd. in federal court in Baltimore, Maryland, seeking recovery for the loss of the bridge, harm to the Patapsco River and surrounding environment, and lost revenue. The owners and operators of the M/V DALI sought to limit their liability for the March 26, 2024 allision to $43.6 million. Following the completion of fact and expert discovery, David negotiated a $2.25 billion settlement of Maryland’s claims.

Served as lead counsel for the owners and operators of the GOLDEN RAY. On September 8, 2019, the car carrier GOLDEN RAY capsized while departing the Port of Brunswick, Georgia with a cargo of more than 4,000 cars bound for the Middle East. In addition to drafting and negotiating contracts for the largest marine salvage and wreck removal operation in U.S. history, David represented the owners and operators of the GOLDEN RAY in the Coast Guard and NTSB investigation and public hearing. David also represented the owners and operators in connection with litigation brought on behalf of local residents, businesses, and governments in federal court in Brunswick, Georgia.

David served as General Counsel of Bisso Marine, LLC from 2007 to 2017. During that time he drafted and negotiated contracts (joint venture agreements, master service agreements, subcontractor agreements, vessel charters, salvage and emergency response contracts, Lloyd’s Open Form contracts, and a variety of BIMCO contracts), managed Coast Guard regulatory and enforcement matters, handled international legal matters, implemented and managed a subcontractor/supplier compliance program, implemented and managed a Foreign Corrupt Practices Act (FCPA) compliance program, drafted employment policies and procedures, managed insurance renewals, drafted corporate documents and shareholder agreements, and managed litigation for an oilfield service company with operations in the United States, Europe, Asia, and South America.

David is an avid boater, fisherman and snorkeler and he loves to spend time on the water with his family. Back on land, he enjoys golf, traveling, and watching the University of Miami Hurricanes football team.
